This investigation of the overwhelming appeal of quantification in the modern world discusses the development of cultural meanings of objectivity over two centuries. How are we to account for the current prestige and power of quantitative methods? The usual answer is that quantification is seen as desirable in social and economic investigation as a result of its successes in the study of nature. Theodore Porter is not content with this. Why should the kind of success achieved in the study of stars, molecules, or cells be an attractive model for research on human societies? he asks. And, indeed, how should we understand the pervasiveness of quantification in the sciences of nature? In his view, we should look in the reverse direction: comprehending the attractions of quantification in business, government, and social research will teach us something new about its role in psychology, physics, and medicine.

Drawing on a wide range of examples from the laboratory and from the worlds of accounting, insurance, cost-benefit analysis, and civil engineering, Porter shows that it is "exactly wrong" to interpret the drive for quantitative rigor as inherent somehow in the activity of science except where political and social pressures force compromise. Instead, quantification grows from attempts to develop a strategy of impersonality in response to pressures from outside. Objectivity derives its impetus from cultural contexts, quantification becoming most important where elites are weak, where private negotiation is suspect, and where trust is in short supply.

Interesting thesis, lumpy evidence, dense style

Theodore Porter makes the stimulating observation that "objectivity" is more prized in a democratic political culture based on competing interests than in autocratic cultures. He backs this up with a great deal of evidence -- perhaps too much -- by comparing two bureaucracies, the Corps des Ponts et Chaussees (CPS) in 19th Century France, and the Army Corps of Engineers (ACE)in 20th Century America.

The CPS was secure in its elite status; no one outside their community was second-guessing their judgment. Their rigorous mathematical education served more as evidence of a general level of culture, like knowledge of Greek or Latin, than as their main lens for viewing the world. By focusing on CPS debates about the appropriate placement of rail lines in France, Porter shows that CPS engineers used quantitative arguments as only one persuasive technique among many, and as only one type of input out of many that helped them to formulate their professional judgment. OTOH, the ACE's decisions about dam placements were under constant attack from various industry groups, other Federal bureaucracies, and the Congressmen who represented those other interests. As a result, the ACE gradually took refuge in cost-benefit analyses that were "objective" in the sense that they followed fixed and published rules (even if there was still a lot of opportunity to fiddle the figures). Ultimately, the ACE became proud to ignore "intangibles" -- the stuff that doesn't fit so easily into the rules -- even though, it is hinted, these should have been some of the most important considerations for the dam-placement decisions. This put the ACE in contrast not only to the CPS but even to 19th Century actuaries, whom Porter shows to have relied on their statistical tables as only one input among many other, less quantifiable judgments in making decisions about whom to insure (a quite surprising and interesting revelation).

Porter relied on many arcane and imaginative primary sources for his discussions of CPS and ACE, including actuarial trade journals, memoirs of the construction of rather discrete railway segments, and even 19th Century French farces (to illustrate popular attitudes toward statisticians). However, the extreme length and depth of his descriptions of the debates about rail lines and dams were overkill to make his case, since the substance of the decisions was less important than the bureaucracies' style of argumentation. These passages are also often excruciating to read, since the book doesn't include a single map, diagram or illustration of any kind. I really wished he'd omitted many of the details or at least relegated them to an appendix.

At the end of the book, Porter expands his thesis to include the social construction of quantities in social science and laboratory science, especially physical science. That's led to this book having been cited hundreds of times since its publication in 1994. (It was a cite in such a context that led me to read the book, in fact.) But his presentation of the expanded thesis, while suggestive and intriguing, is relatively rushed. It relies mainly on secondary sources and occupies only the last 30 pages out of 230 pages of text. Here is where more detail would have been a blessing.

As for style, it's quite heavy and stiff throughout the book. Unlike Philip Mirowski, many of whose themes and concerns are similar to Porter's, but who manages to be funny even when he's being pompous, Porter always sounds here as if he takes his subject too seriously. (Maybe he's lightened up since writing this work?) Compounding the stylistic problem, or maybe causing it, is that Porter seems never to have met a cultural theorist he didn't like. There's even an unnecessary, but politically correct, digression on multiculturalism, complete with reference to Michel Foucault. And expect to be puzzled by the book's concluding sentence unless you know the difference between Gesellschaft and Gemeinschaft (in German, no less), which is nowhere explained or even mentioned prior to this culminating point. That Porter ends with such an erudite reference at the very moment when he should be hitting the ball out of the park is an unfortunate epitome of the book's mandarin approach.

A revisionist account of the scientific method

The bulk of this book consists of detailed historical accounts of the influence of the French Corps des Ponts et Chaussées and the US Army Corps of Engineers on public policy. However, despite the length, these are anecdotal accounts, not true histories. They are intended as case study illustrations of the author's main contentions laid out at the beginning of the book, and transformed into recommendations at the end.

A textbook account of the scientific method stresses hypothesis formation and testing, independent replication of results, formal peer-reviewed publications and consensus. The author argues that scientific progress is instead driven by informal networks of personal influence, and that the textbook method is something invoked when findings are attacked as unscientific. Of course, experiments are essential to science, but seldom in the strict hypothesis-testing framework taught in statistics courses. These methods were introduced not to make experiments more rigorous, but when experimental work was parceled out to less-skilled and less-trusted workers. For example, when astronomers or trusted assistants made observations directly, they used judgment to throw out anomalous observations made under bad conditions and to aggregate multiple measurements. Much later, when hundreds of workers were hired to examine thousands of photographic plates for specific data, strict statistical procedures were developed for classification of outliers and for combining measurements. This was industrial quality control, not scientific theory.

The author argues that replication is seldom anything like independent. Researchers send assistants to work in other labs, and share reagents and measuring equipment and biological samples, among other things. Strictly independent replication from scratch is far too troublesome to be a routine part of science. Peer-reviewed articles appear long after important results are disseminated among working professionals, or in other cases, long after everyone has dismissed or ignored the findings. Claims of "consensus" are the last refuge of scoundrels. When true consensus exists, no one has to rely on it for support, and not incidentally, it is often wrong.

As a revisionist account of the scientific method, the book presents a provocative picture that will deepen understanding of the philosophy of science, but is overstated on its own. It is more on target as an account of how claims of scientific impartiality and rationality can be used and abused to affect public policy, and also how quantification can either clarify or cloud political debate.

The biggest value of this book is to shake up sloppy and thoughtless opinions about the role of science in politics, and to provide extensive practical examples for consideration. The author fails in his attempt to make a specific coherent case, but succeeds in demonstrating the incoherence of other viewpoints. It is a book to help begin a search for answers, not a book with all the answers. Two other excellent and relevant books in this area are The Politics of Large Numbers and Uncontrolled.

The best book on the topic

Theodore Porter is perhaps the most qualified person today to speak about the increasing mathematization and staticization of our pubic policy debates. He explains how and why we have let math and statistics come to dominate our choices about what is best and what works. Who today would argue that it is morally wrong to close a manufacturing plant and ruin a town when a statistical study can can show that the plant is not economically viable and would not return to profitability? Porter explains why we so "trust in numbers" and how we reached this point. The book is also a very entertaining read!

Reviewed by David Kipen. Published 50 years ago by long-gone J.B. Lippincott & Co., Thomas Pynchon's V. wasn't just the best first novel ever, it was a blueprint for his entire career. Much as that book yoyo-ed between an international femme fatale and a feckless contemporary klutz, the Pynchon shelf has alternated between globe-trotting, century-spanning bricks like Gravity's Rainbow (1973), and impish, only slightly historical, California-set bagatelles like Inherent Vice (2009). Now comes Bleeding Edge, a lovably scruffy comedy of remarriage, half-hidden behind the lopsided Groucho mask of Pynchon's second straight private-eye story. Like Ornette Coleman's riff on The Rite of Spring, it starts out strong, misplaces the melody amid some delightfully surreal noodling, and finally swans away in sweet, lingering diminuendo. Almost all Pynchon's books are historical novels, with this one no exception. Where Vineland slyly set a story of Orwellian government surveillance in 1984, Bleeding Edge situates a fable of increasingly sentient computers in, naturally, 2001. Of course, the year 2001 means something besides HAL and Dave now, and Pynchon spirits us through "that terrible morning" in September--and its "infantilizing" aftermath--with unhysterical grace. Our heroine throughout is Maxine Tarnow, a defrocked fraud investigator and daftly doting Manhattan mom, still stuck in that early, "my husband...ex-husband" stage of an unwanted divorce. Maxi soon becomes embroiled in the mysterious case of one Lester Traipse, a superannuated Silicon Alley veteran who, along with the dotcom bubble, has just gotten popped. The plot's dizzying profusion of murder suspects plays like something out of early Raymond Chandler, under whose bright star Bleeding Edge unmistakably unreels. Shoals of red herrings keep swimming by, many of them never seen again. Still, reading Pynchon for plot is like reading Austen for sex. Each page has a little more of it than the one before, but you never quite get to the clincher. Luckily, Pynchon and Austen have ample recourse to the oldest, hardest-to-invoke rule in the book --when in doubt, be a genius. It's cheating, but it works. No one, but no one, rivals Pynchon's range of language, his elasticity of syntax, his signature mix of dirty jokes, dread and shining decency. It's a peculiarity of musical notation that major works are, more often than not, set in a minor key, and vice versa. Bleeding Edge is mellow, plummy, minor-key Pynchon, his second such in a row since Against the Day (2006)--that still-smoking asteroid, whose otherworldly inner music readers are just beginning to tap back at. But in its world-historical savvy, its supple feel for the joys and stings of love--both married and parental--this new book is anything but minor. On the contrary, Bleeding Edge is a chamber symphony in P major, so generous of invention it sometimes sprawls, yet so sharp it ultimately pierces. Hooray for Pynchon

I really enjoyed this book. I read it right after finishing Against The Day. I feel that there are very few authors today who write as well as Pynchon. He uses metaphor beautifully, which few writers today do. This book contains a few of his wonderful long wild Faulkner-Kerouac-Coltraneish sentences (check out pages 311-312 in the hardcover edition)and great place descriptions. I wonder if "DeepArcher" is not in part an allusion to Lew Archer, the (anti) hero of Ross MacDonald's wonderful series of detective novels. I think that maybe this book needs to be approached as you approach those novels- not all of the plot twists themselves are so important, rather they serve as a frame for mood, description, language and characterization. (Here I need to give a plug to "The Doomsters" and "Black Money", in my opinion MacDonald's greatest books and a must reads for anyone interested in American literature.)I disagree with those who say that Pynchon's writing has not evolved. His early work saw characters as confluences of historical forces which I feel made his work kind of "chilly", however beginning with "Vineland" he still places his characters in a historical context but there is more of a traditional sense of characterization, I think. Maxine is a fully drawn, living character. I feel that this lends more depth and warmth to his work. Finally, as one who was living in the New York City area on 9/11, I feel that I can say that Pynchon's description of that time is completely accurate and describes the tragedy of that time in a very real, non-sensationalized way.

Cyberpunk, but not really.

A very in-depth look at a view in the US prior to the events of 9/11. Some of it felt very long-winded and blew a lot of hot air, meandered a bit and got stuck in cluttered details. This would have been classified as a cyberpunk novel had it been written in the late 80's & early 90's, but being a quasi-retrospective story, it's mostly filled with the fallout of Y2K thinking and foreshadowing of the pivotal September 11th crisis.

The last few chapters felt like they really hit on what Pynchon wanted to say, but couldn't say it without a context, giving a rich quotes like:
"Yep, and your Internet was their invention, this magical convenience that creeps now like a smell through the smallest details of our lives, the shopping, the housework, the homework, the taxes, absorbing our energy, eating up our precious time. And there’s no innocence. Anywhere. Never was. It was conceived in sin, the worst possible. As it kept growing, it never stopped carrying in its heart a bitter-cold death wish for the planet, and don’t think anything has changed, kid."

All in all, it was interesting to see internet culture prior to the swamping takeover of social media, but the actual conflict of "whodunnit" in the plot could have been more engaging, even for splicing non-fiction with fiction.

Randy Wayne White's second Hannah Smith novel is a fast-paced exciting story of murder, intimidation, and corruption on the southwest coast of Florida. Hannah is a fishing guide in the Sanibel Island area who has a private detective license made possible by her detective uncle Jake prior to his death. Although Hannah does not seek work as a detective, she gets involved in trouble frequently because of her family's long and checkered past living and working in the coastal area. In this adventure, the legacy of marijuana smuggling in the 1960's involving family and friends brings legal problems that interfere with Hannah's current fishing guide business. When she investigates these problems, it is like falling in a nest of fire ants. Swarming out of the past are characters beset by drug addiction, greed, murderous rage, sadism,pit bull ownership, and violence. Hannah develops some new potentially lasting friendships in law enforcement, a handsome special prosecutor Joel and a hyperactive deputy sheriff Bertie. Also, there are good connections in the story with characters from the first Hannah Smith novel Gone (Hannah Smith Novels): Doc Ford a marine biologist/black ops agent and Tomlinson an aging hippy who carries on some of the 1960's marijuana traditions.

Hannah is an interesting character, young and attractive but somewhat reticent to get involved with male suitors. She has had two intimate dates with Doc Ford, but in this story Doc is out of the picture. He is in Venezuela involved in some black ops kidnapping action. While Doc Ford is gone, Joel puts a full courtship press on Hannah. She is dismissive of Joel's moves and is very tentative in her commitment to Doc Ford so we will see how those relationships turn out if there are future Hannah Smith novels. Mr. White still writes his Doc Ford series with twenty published adventures featuring Doc Ford. I like the Hannah Smith mini-series so far, and will read the novels if Randy Wayne White continues to write them.

A New Hannah Smith Thriller Set in the Doc Ford World of Gulf Coast Florida

Randy Wayne White's Deceived is a thriller set in the southern Gulf Coast of Florida. It features the same fictional world inhabited by his Doc Ford series of best sellers.

In this novel, Hannah Smith, a fishing guide and part-time private investigator is the protagonist. Florida's coastal history and greed, violence and corruption mingle in a well-crafted thriller. Hannah comes from an old coastal family with roots in the fishing industry and pot smuggling. Her mother has always been difficult, but since having a stroke she has become a real challenge. Hannah reluctantly agrees to check out her mother's best friend, White, who hasn't answered the phone in a few days. When Hannah goes to check out the scene she becomes embroiled in a series of violent and revelatory episodes that keep your interest throughout. There are some nice personal touches and the Florida history is, as always in a White novel, significant to the plot and interesting to anyone interested in the state.

Deceived: Florida real estate scams with a new spin

The Sunshine State has its share of excellent authors, which may be a surprise to some. In fact, editor Kevin McCarthy's now-dated 1992 title The Book Lover's Guide to Florida listed over 2,000 writers worth noting. Some could be classified as permanent residents and others as seasonal snowbirds, ranging from Marjorie Kinnan Rawlings, Robert Frost and Ernest Hemingway, to John D. MacDonald, Carl Hiassen, Elmore Leonard, and of course Randy Wayne White.

Deceived is the newest offering by this Florida author, outdoor columnist and recent restaurateur, and is the second title in his Hannah Smith series. My first encounter with this author was with his 1992 title, The Heat Islands, the second of his Doc Ford novels, which immediately caused the purchase of Sanibel Flats, the first of this series.

I had read Gone, the first of White's Hannah Smith novel shortly after it was released, looking forward to how he would present a character change to a female protagonist. It was a good but unsettling 3-star read, as the character of Hannah seemed flat. Speaking subjectively, she seemed to be a solid and independent young woman, but in a two-dimensional sense.

But Hannah comes across better and more well rounded in this new book, a tale of a twenty-year-old unsolved homicide from one of the darker sides of the Sunshine State's history: pot trafficking. This gets Hannah's focus, but another situation looms and has a higher priority. A private museum has been announced, one that is planned to be a showpiece for Florida's early pioneers and settlers. Many of Hannah's fellow residents and friends in the village of Sulfur Wells are feeling the pressure to make contributions to this new facility.

However, the entire proposition is a scam, a fraud. Hannah attempts to discover who sets out to uncover whoever's behind the swindle, and finds that things are even worse than she might have thought. The museum is actually a front for a strategic real estate maneuver, and her town is in danger of being destroy completely. As might be guessed, those behind the scam are out to make sure nobody and nothing will stand in their way.

If this seems to be reminiscent of the late John D. MacDonald's 1977's lengthy potboiler Condominium, it's no rehash. MacDonald was a long-time resident of Sarasota's Siesta Key, and he took a dim view of the proliferation of condos in Florida. Author Carl Hiassen has covered this topic a number of times, but Randy Wayne White's newest tale is an original spin on this all-too-familiar topic of avaricious real estate development in the Sunshine State.

The settings are good and will be familiar to readers of the Doc Ford novels, and it's good to see Hannah Smith evolving into a fascinating character in her own right. Speaking subjectively, she's not quite there yet, but getting much closer in this tale. This reader will be looking forward to the next one in this series.

Deceived is a good 4½-star tale, and though Doc Ford may be an incidental character here, this has all of the making for a good series. At 352 pages it's a fairly fast read that introduces more new characters. Without dropping spoilers, keep your eyes open for Hannah's friend Birdy, and let's hope that she appears again in the future. This is a good one from author Randy Wayne White, offering Florida real estate scams with a new spin.

Mac Woo and June Lee are trained architects who gave up their careers to pursue their passion for cakes and desserts. They began experimenting with different flavors and ingredients and distributed samples of their creations to get suggestions on how to improve their cheesecakes and chocolate cakes. They then started an online cake shop, Obolo, in 2004, which receives orders for their cakes on a daily basis. In this volume, author Beverly Mizrachi presents an in-depth study of 40¬-50-year-old Moroccan women whose parents made up part of the largest ethnic group to enter Israel after its establishment in 1948 and whose mothers began their new lives at the bottom of the economic and social ladder. Through her analysis of the life history narratives of these women, Mizrachi reveals that they used a range and number of sites to achieve an impressive mobility into the low, middle, and high segments of the middle class. Mizrachi's findings have implications for studying the middle-class mobility of second-generation immigrant women from subordinate groups in other Western societies.
This book begins by examining the historical background and culture of Jewish communities in Morocco that affected the mobility resources of the first, immigrant generation of Moroccan women in Israel and those accrued by the second generation. Mizrachi goes on to analyze the life history narratives of a group of six second-generation Moroccan women to show how they used their education, employment, gendered spousal relationships, motherhood, residential mobility, and the body to achieve their middle-class mobility. Ultimately, she finds that these women used their human agency and social structures over these multiple social sites to reach their class goals for themselves and their children while simultaneously constructing new classed and ethnicized feminine identities.
Mizrachi's findings integrate issues of gender, ethnicity, immigration, and class mobility in a single intriguing study.

About the Author
Der Autor: Gottfried Schatz wurde 1936 in Strem, einem kleinen osterreichischen Dorf an der ungarischen Grenze, geboren. Er studierte Chemie an der Universitat Graz und arbeitete dann als Assistent von Hans Tuppy an der Universitat Wien, wo er zusammen mit anderen die DNS der Mitochondrien entdeckte. Von 1964 bis 1966 forschte er am Public Health Research Institute der Stadt New York als Postdoktorand des Wiener Emigranten Efraim Racker uber die ATP-Bildung in Mitochondrien. Nach einem kurzen Zwischenaufenthalt in Wien emigrierte er 1968 mit seiner Familie in die USA, wo er als Professor fur Biochemie an der Cornell University in Ithaca (Staat New York) tatig war. 1974 berief ihn die Universitat Basel an das neu gegrundete Biozentrum, das er zeitweise leitete. Fur seine Entdeckungen uber die Bildung von Mitochondrien erhielt er zahlreiche Auszeichnungen und zwei Ehrendoktorate. Nach seiner Emeritierung im Jahre 2000 prasidierte er vier Jahre lang den Schweizerischen Wissenschafts- und Technologierat. Aus seiner Feder erschienen die Essaybande "Jeff's View", "Jenseits der Gene" und "Die Welt, in der wir leben". In jungen Jahren spielte er auch als Geiger im Grazer Philharmonischen Orchester, an der Grazer Oper und an der Wiener Volksoper. Seine danische Frau Merete und er haben drei Kinder. Der Illustrator: P. Leslie Dutton wuchs in Ashton-under-Lyne bei Manchester auf und begeisterte sich schon wahrend seiner Kindheit furs Zeichnen und Malen. Er blieb dieser Leidenschaft auch spater treu, als er an der University of Wales Chemie und Biochemie studierte und 1968 mit seiner Familie nach Philadelphia in die USA ubersiedelte, um an der Johnson Research Foundation bei Britton Chance als Postdoktorand zu arbeiten. Seine (oft heimlich an Kongressen skizzierten) Portrats beruhmter Kollegen zieren die Wande wissenschaftlicher Institute auf der ganzen Welt. Vor kurzem illustrierte er das in Kanada erschienene Buch "Sheila's Cooking" von Sheila Jones. Seine zwei Sohne sind als Kunstmanager bzw. Designer in der Region um New York tatig, seine Tochter forscht als Genetikerin in Deutschland. Dutton trug massgeblich zur Aufklarung des Lichteinfangs durch Pflanzen und Mikroorganismen bei und entwickelt derzeit kunstliche Systeme, um diese und ahnliche Prozesse nachzuahmen und medizinisch oder technologisch zu verwerten. Fur seine wissenschaftlichen Arbeiten erhielt P. Leslie Dutton zahlreiche Ehrungen. Er blieb der Johnson Research Foundation auch nach seiner Postdoktorandenzeit treu und ist heute ihr Direktor. Seine Frau Julia und er leben der Umgebung von Philadelphia und zweitweise auch in Frankreich.
